ok i have reinstalled RTCW, but now it's telling me to enable Punkbuster, and to install the newest punkbuster anti-cheat software. Can somebody give me the exact url where i can download it.

try http://www.evenbalance.com then unzip or drop the files in the PB folder in your RTCW folder.
